FIFA threatens to suspend soccer in El Salvador for alleged “state interference”

The highest soccer body in the world attacked the Salvadoran National Sports Institute after creating a commission “outside any statutory and regulatory structure” in the Salvadoran Soccer Federation.

FIFA threatened on Wednesday to suspend Salvadoran soccer due to “improper interference” by the state National  Sports Institute of El Salvador (INDES) which, through a Disciplinary Court and Ethics, temporarily suspended the executive committee of the Salvadoran Football Federation (FESFUT).

FIFA says that INDES appointed and established a Normalizing Committee in the FESFUT, outside any statutory and regulatory structure applicable to the FESFUT, after imposing precautionary measures, temporarily suspending the highest authorities of Salvadoran soccer from their functions.

The Ethics and Appeals Court of INDES reported over the weekend that the members of the current executive committee of the federation, as well as the general secretary, had been removed from their positions. It also decided to install a normalizing commission in order to standardize the statutes required by the General Sports Law, approved in November 2019 by Congress.

INDES is chaired ad honorem by Yamil Bukele, brother of the President of El Salvador, Nayib Bukele.

“DECREE AND EXECUTE THE PROVISIONAL PRECAUTIONARY MEASURE, CONSISTING OF THE TEMPORARY CESSATION OF THEIR FUNCTIONS AS MEMBERS OF THE EXECUTIVE COMMITTEE OF THE SALVADORAN FOOTBALL FEDERATION (FESFUT), TO MESSRS. HUGO ATILIO CARRILLO CASTILLO IN HIS CAPACITY AS PRESIDENT AND OTHER MEMBERS OF THE EXECUTIVE COMMITTEE ”, ACCORDING TO THE RESOLUTION.

INDES intervened when an ordinary congress was about to be held in which the delegates of all the professional teams and the departmental soccer associations were going to elect the new executive committee of the federation, which would serve between August 2022 and July 2026.

The president of INDES also warned of the possible commission of crimes by the president of the FESFUT, and the Attorney General’s Office raided the FESFUT complex on Monday as part of an investigation for alleged fraudulent administration and money laundering.

According to the Salvadoran authorities, the leaders of the federation have allegedly mishandled during their administration.

In the letter addressed to the secretary general of the federation, Luis Pérez, FIFA and CONCACAF remind the entities and bodies that have interfered, that the executive committee of the federation, “is the only executive body that has been elected democratically” by the FESFUT Congress, in accordance with the FIFA statutes.

Warns that in the event that the normalizing committee implemented by INDES is not withdrawn before Monday, July 25, 2022, the matter will be immediately submitted to the FIFA Council Bureau for a decision, which could include, among others , the suspension of the FESFUT.

A suspension would mean for FESFUT the loss of all its rights as members of FIFA, as defined in article 13 of the Statutes of the highest authority in world football, with immediate effect and until further notice.

If El Salvador is suspended, the different national teams, or any of their clubs, lose the right to participate in international competitions, as well as the right of FESFUT and its members to benefit from FIFA’s financial development programs.
