Article 10 reads: “The parties may, with unanimous agreementinvite any other European State capable of acceding to this Treaty encourage the development of principles of this Treaty and to contribute to the security of the North Atlantic region. Any State thus invited can become a party to the Treaty by depositing its instrument of accession with the government of the United States of America. The government of the United States of America will inform each party to the deposit of any instrument of accession “
